CAO Office

Doug Plamping is the first Chief Administrative Officer (CAO) of Mountain View County, accepting the position in 2004. As the sole employee of Council, Doug is repsonsible for:

  • Administration of the organization resources and the coordination and supervision of staff in a manner that achieves the goals and objectives set by Council, within the specified programs, limits of budgets and resources allocated.
  • Participating in the Planning, Development and Economic Development activities of the community.
  • The legal activities and management of all claims against the municipality.
  • Ensuring that policy, overall strategies and long range planning in all areas of activity by the Town are developed, maintained and implemented.
  • Providing leadership and advice to subordinates and staff.
  • Providing advice to, and represent the organization and its staff to Council, Boards, Committees, the Public and to government departments.

Profile

Doug Plamping has gained a broad range of experience in Canadian local government over a period of 28 years. In addition to being a City Manager, a Town Manager and an Official Administrator for Alberta municipalities he has also worked in the functional areas of public works, utilities, planning and development, and facility management, and has a strong technical background in the financial and information services areas.

As a management consultant, Doug has undertaken the role as the Interim Chief Administrative Officer in ten other Alberta municipalities, as Official Administrator in two Alberta municipalities and has also worked on management consulting projects in Newfoundland, Manitoba, Saskatchewan, Alberta, Ontario, British Columbia, the Northwest Territory, the Yukon Territory, and the USA. This has included work for federal, territorial and provincial government departments, cities, towns, villages, regional districts, municipal districts and counties, non-profit organizations, as well as for health authorities, children's services authorities and other governmental organizations.
