Mountain View County Council has approved a new-look meeting schedule that will see the replacement of monthly Policies and Priorities Committee meetings with an additional Council meeting.
Council made the decision at their annual Organizational Meeting that was held on October 24th.
Traditionally, Policies and Priorities Committee (often referred to as P&P) meeting is held the first Wednesday of the month and was used as a venue for delegation presentation, monthly department reports, and for introducing to Council new topics or concepts that might require additional consideration. Other municipalities often refer to their version of P&P as a Committee of the Whole.
The P&P Committee has been in place as part of the County’s meeting structure since 2005 and was a non-decision-making body comprised solely of Councillors. The Committee could make recommendations to Council and the item would then return at a future regular Council meeting for final consideration.
Councillors agreed to the new structure with a review of its effectiveness slated for the 2019 Organizational Meeting.
Council decided to make the change to streamline the decision-making process, and although P+P provided a valuable opportunity for increased conversation, that ultimately Council retains the ability to defer items that require further information for effective decisions.
During discussion of the Procedure and Conduct of Meetings Bylaw in the Regular Council meeting that followed the Organizational Meeting it was recommended that the first meeting of the month still be designated for delegations and monthly department reports.
The first meeting under the new structure will be on November 7th with a regular Council meeting scheduled. It will be one of three regular Council meetings scheduled in November.
